As part of the series „regulatory law and economies“ („Regulierungsrecht und Regulierungsökonomie“) edited by Piepenbrock & Schuster, this volume deals with the telecommunications markets in Central Eastern Europe (CEE) and South Eastern Europe (SEE), with an emphasis on the market opening, the achieved status of competition as well as the development of ICT. This volume tries to bring some flavour to the discussion about the market development and an outlook for the coming years in light of the e2010 initiative (Lisbon agenda) and the upcoming review of the EU framework for the electronic communications sector. CEE and SEE countries are outpacing other European countries with respect to economic growth and development. Especially, as regards the telecom sector, many countries have gone through an accelerated process of change with the transposition and application of new rules. The contributions in this book are analysing the transformation processes in the new member states from the former national law to the adoption of the European law. It is described how monopolies ended by the implementation of market liberalisation. Additionally, this volume contains a joint study by Roland Berger Strategy Consultants and Piepenbrock & Schuster Consulting AG about 15 CEE/SEE countries with key findings for the current status of ICT in these countries, an analysis of differences in ICT applications and suggestions for policy measures to foster the development of the ICT sector.
