By implementing the "Ecological Marshall Rescue Plan for the Climate," it explains how all nations and peoples can be encouraged to behave in a more climate friendly manner. Emerging nations whose greenhouse emissions are increasing the most rapidly can be included in the world climate protection system, the unavoidable change in the climate can be restricted to an acceptable level, and climate friendly developments in the Third World can be encouraged so that global poverty can be decreased at the same time. The book explains that the hope we can save our climate by ratifiying and implementing the Kyoto Protocol in all industrial countries is faulty and that, with or without "Kyoto", humanity is steering directly towards a climate catastrophe. The ecological Marshall Plan to save the world's climate advocates a Global Climate Certificate System (GCCS) on the basis of "One man/one woman - one climate emission right". In line with the principles of the ecological-social market economy, nations using the most energy and causing the most emissions will be financially sanctioned, but not overburdened - climate friendly behaviour and growth will on the other hand be rewarded worldwide.
