Zusammenfassung:Developments in China's policy towards telecommunications in the Special Economic Zones (SEZ's) are speeding up. The general policies behind this fact are analyzed; the aim is to promote the development of telecommunications in those regions and then spread their effects, in stages, to other regions so as to modernize the telecommunications system of the entire nation. Discussed are furthermore the current situation and future prospects and the expansion of facilities to the open coastal cities, while detailed information on telephone facilities in the SEZ's and on introduction of electronic exchanges is presented.
