Zusammenfassung:In 1993 and 1994 the Cuban government launched series of measures aiming at enhancing the productivity of all economic sectors. In agriculture, the "third agricultural reform" after those introduced in 1959 and 1963 transformed most state-owned farms into new decentralised and smaller co-operative units which already show a better performance. However, the Cuban government does not present a clear-cut liberalisation orientation which in turn leads to truncated reforms and sudden backdrops. External co-operation can influence the extent of and the time frame for the reform process but - due to its unforeseeable fluctuations - needs a long-term commitment of donors and implementing agencies.
