Zusammenfassung:With reference to the situation in Germany and to the debates in social policies at the times of the »agenda 201 O« the article tries to show that the welfare state can be determined from conditions of solidarity. First, it explains the special logic of "solidarity" in comparison with "rights" in the tradition of liberal justice theories. Second, it shows the advantages of solidarity for the area of social policy: Solidarity is, in comparison with general rights, normatively unpretentious; with the rights it will be expelled the corresponding duties of solidarity at the same time. However and third, there are dangers of solidarity for the area of social policy which arises by the implied reciprocity, by the exclusiveness of solidarity and by the patemalism connected to solidarity. Fourth, to encounter these dangers the article refers to a special form of solidarity: the solidarity of citizens with equal rights, which is constitutive for democratic societies. Because this solidarity requires equality also in the execution of solidarity, a welfare state engaged on this will be allowed neither an asymmetrical reciprocity nor a patemalism. lf the welfare state is determined of a democratic solidarity, the <langer of the exclusiveness of welfare state, however, increases. Friends of solidarity should know this, if they commit themselves to a welfare state which is based on solidarity.
