Zusammenfassung:The relative or rather apparent situation of the major part of Europe being presently under no threat is based on the factor of Europe's relative strength and the given weakness of its environment. These conditions will not last, however, as Europe's strength is declining and that of its surroundings, apart from the East, is increasing. The drastic disarmament effected by most of the European countries in the field of conventional warfare capabilities is in contrast to the maintaining of the current state of armament and the upgrading of armaments, respectively, of Europe's neighbors and nearby countries. It is therefor quite possible that- depending on the development of the relations to the countries of Africa, Middle East, and Russia - a classical threat situation will evolve again in the foreseeable future.
