Membership became mandatory for Korean only after an ordinance of the government-general in 1915 banned seperate associations for the Japanese and the Koreans. The paper inquires how local business leaders adapted to state policy and the massive presence of Japanese private enterprise on the penninsula during the Japanese colonial rule and how the Keisho affected Korean business leaders' pattern of co-operation with the state in South Korea between 1945 and 1960 are briefly examined.
