Zusammenfassung: | The author argues that the state in Turkey has never been above classes but has rather submitted to the laws of capital accumulation depending on the phase of development. Each phase of development is defined by a specific pattern of capital accumulation that is determined by the internal class structure and the form of integration into the world division of labour. Therefore, each phase is characterised by a certain development strategy that reflects the requirements of the specific pattern of accumulation. Each phase ends in a crisis, the nature of which contains elements that determine the transition to the new phase.
