Falling prices for oil and sugar on the international market have aggravated the nation's balance of payments and debt problems. Castro's response - to tinker with the planning bureaucracy and to launch a new revolutionary counteroffensive - appears to threaten Cuba's modest progress toward rationalization and marketization of its economy.
