Zusammenfassung:It is argued that foreign policy has been viewed primarily as a tool of development and can be seen within the context of structural dependency theory. The author examines the general implications for the practical conduct of foreign policy co-ordination in CARICOM with reference to regional examples, the US Caribbean Basin Intitiative of 1982 and the Grenada crisis of 1983
