Zusammenfassung: | An import-substitution strategy was adopted to solve the foreign exchange crisis and its attendant problems in the Philippines after the Second World War. By the late '60s and '70s, however, global and national developments revealed in no uncertain terms that the earlier institutions of domination and structure of production were proving inadequate to meet the emerging needs and evolving patterns of fastpaced economic development. A new strategy was evolved in the Philippines. This new development strategy was fuelled by massive public borrowings and implemented by President Marcos' martial law government.
