Zusammenfassung:There is an interest of foreign powers and agencies in democratisation, in the light of contradictory implications of SAP. The dominant fraction of the indigenous ruling class is not so much concerned with transition to democracy as these people are with mere transition to 'civil rule' and they are more concerned with accumulation of capital than with any serious agenda of political power. This is at least the case with Nigeria where the current SAP policies have thrown up the so called "new breed" politicking against the 'old breed', and has created an opportunistic 'SAP political class'.
