Zusammenfassung: | The first ministerial conference of the WTO in Singapore (December 1996) will establish the future agenda of international trade policy. However, due to the "built-in-agenda" of the Uruguay Round the scope for new, bold initiatives is limited. Nevertheless, the "Trade Plus" subjects will lead the way in the future and will require further in depth analysis and new negotiations at a later stage. Trade and environment as well as trade and investment are already part of the WTO, but they will need further work. Trade and competition, trade and internationally agreed social standards are candidates for inclusion in an analytical work program. The ever growing regionalism which potentially endangers the multilateral trading system requires an in depth discussion to prepare the stage for further action. Improved market access for goods and services at the border but also better access to participation in a market (e.g. investment) will require the attention of ministers. The same applies to negotiations for further progressive liberalization especially in the service sector, where sectorial negotiations (financial, basic telecommunications and maritime services) have failed in the last months. In addition, the classic subject of tariff negotiations continues to be part of the trade policy agenda. (Aussenwirts (Zürich)/SWP) |
