Zusammenfassung: | Following the publication of the draft new Nigerian Constitution in May 1989, the Centre of West African Studies at the University of Birmingham invited a group of academics, diplomats and journalists to discuss the contents of the new constitution and explore the range of issues relating to a return to civilian rule in 1992. The first paper presents a brief history of constitution-making in Nigeria from 1922 to 1992. The author of the second paper looks more closely at the contents of the draft constitution, identifying those clauses intended to eliminate the shortcomings of the previous constitution of 1979. The third paper surveys the economic context of the return to civilian rule while the last paper explores the politics of the armed forces under the Babangida administration and identifies a number of issues that will test civil-military relations after 1992.
