President Woodrow Wilson's institution of Jim Crow segregation in the federal government in the spring of 1913 galvanized the African American community of D.C., and the NAACP launched a formidable crusade against Wilson's racist policies. The D.C. branch quickly became the leading organization advocating on behalf of the interests of the city's Black community.
