Zusammenfassung:To settle the political controversy over North Korea's "suspected" nuclear weapon's programme, the chief delegates of the USA and North Korea concluded a nuclear accord which they call the "Agreed Framework" rather than a formal treaty or an arms control agreement. To understand the significance of this accord, the author examines how the adversarial relationship between the USA and North Korea was turned into a cooperative endeavour, assesses the terms of the "Agreed Framework" and KEDO (Korean Peninsula Energy Development Organization) founded by the USA, Japan and South Korea.
