To understand the significance of this accord, the author examines how the adversarial relationship between the USA and North Korea was turned into a cooperative endeavour, assesses the terms of the "Agreed Framework" and KEDO (Korean Peninsula Energy Development Organization) founded by the USA, Japan and South Korea.
