Zusammenfassung: | In July 2004, the European Commission has launched its proposal for a new directive on the European Structural Funds, the main financial source by which the Community can support infrastructure projects. With respect to the period 2007-2013 when the new Central and East European Member States will be completely integrated into the Community's transfer System it will be necessary to re-allocate a substantial part of the funds in favour of the new members. In this context, the competences for infrastructure projects must be efficiently allocated among the Member State and the Community level. In economic theory, especially that of fiscal federalism, it follows from the principles of subsidiarity and of fiscal equivalence that competences for infrastructure policy on the Community level may be justified either by the existence of interjurisdictional externalities or by an expected improvement of the perspectives for economic growth especially in the new Member States. It is therefore concluded that (a) the EU infrastructure policy should further facilitate the establishment of Trans-European Networks by establishing a Community-wide institutional framework for co-ordination of international infrastructure projects and by granting financial support in order to compensate for Community-wide interjurisdictional externalities, (b) such financial support should be concentrated on a few really 'trans-european' corridors while other primarily bilateral links between each two countries should be left to bilateral agreements and financing, within the institutional framework to be established by the Community, (c) however, low real income levels in the new Member States, and the goal of reducing the disparities to the old Members call for more financial support of infrastructure projects than would normally be justified by interjurisdictional externalities.
