Zusammenfassung: | Since the 1980s, the EU is falling back in terms of per-capita income relative to the US. This paper analyses the chances for achieving a more dynamic economic development in the EU on the basis of the Lisbon strategy, the plans outlined in the Sapir report, and institutional development in the new member states. The conclusions are rather pessimistic. The Lisbon strategy is burdened by an overloaded agenda, poor coordination and conflicting priorities instead of a concentration on increasing productivity, the restructuring of the EU budget as envisaged by the Sapir report is not likely to be implemented, fiscal policy is not directed to meeting the demographic challenge, and, finally, the long-run growth prospects of new member states crucially depend on further institutional reforms, especially with respect to administrative and judicial institutions.
