Zusammenfassung: | Using available field data from Nigeria, this paper discusses some of the often unnoticed shortcomings generated by NGOs in the course of their operations. It is argued that these flaws are paradoxical outcomes of the operational procedures of NGOs and have the capacity to constrain the attainment of the advocated roles of NGOs in rural or grassroots development. After an examination of the prerequisites - participatory institutions, enhanced leadership capacity, local autonomy, coordination of programmes, adequate mobilization and utilization of resources - which must be in place for the objectives of rural development to be successfully attained, the main functions commonly assigned to NGOs are identified. These include empowerment of the poor, building and strengthening institutional capacity, acting as "bridging organizations" to link all those involved in the development process, promoting and rejuvenating social movements, and promoting democratic practices and processes. Next, attention is paid to the constraints on NGOs' role performance. These include the bad relationship between State and NGOs, which oscillates between confrontation, cooperation, and subjugation; the insularity of each NGO and competition amongst NGOs themselves; a lack of attention on the part of NGOs to peasant participation; the fact that NGOs incapacitate the poor and reduce the opportunity for them to build their executive capacity and strengthen their local autonomy.
